Remark: The term "anti-spotters" is generally applied to a rule or law that allows some form of punishment (typically a fine) for those that make false allegations against another based on integrity, breach of rules, and other types of activities. For instance, many states enacted laws in the early 1900s to restrict railroad companies from employing special agents, detectives, and "spotters" under the guise of union employees. The laws required that notice had to be given to employees before discipline or discharge could take place.
